Some New Haven officials blast businessman’s billboard plan

February 6, 2018, by Mary O'Leary- "Alex Churilov installs what are commonly referred to as billboards for a living, but he decided it made more sense, for a steadier income, to own one himself to display ads. His choice of a space at 1057 Whalley Ave. for an electronic "poster" at the corner of Emerson Street, however, has upset some officials who want to rally others to object to the installation and eventually change the zoning rules. Alder Darryl Brackeen Jr., D-26, Alder Richard Furlow, D-27, and James Travers, the former head of transportation in New Haven, worry it will distract drivers approaching the traffic light at that intersection as well as take away from the ambiance of Westville Village. Deputy Director for Zoning Tom Talbot said off-premise signs are covered in the zoning regulations, which are referred to by different names, depending on their size. A poster is an off-premise sign, oriented to a local street, covering 300 square feet, standing 20 feet high and measuring a maximum of 12 feet by 25 feet. Churilov said his poster is 10 feet by 23 feet. Talbot said Churilov met the regulations for a poster, which are allowed in multiple zones, including BA, which covers Whalley Avenue..."
